Require audits yearly on all officials in office, require audits of each office, agency or department and post for citizens to view. Audit the monies used for schools ( property taxes) . Require receipts and explain how monies are spent. Like to know why new schools have temporary trailers for classrooms shortly after new school opens ( poor planning). Need to move funding back to state and lottery and remove property taxes on homes.

So, your answer is to take money away from the government as you place harder restrictions on them and add more red tape? Nope!
I am not for misuse of money, but this is not the solution.
