Trust isn’t built through messaging—it’s built through verifiable process.
State systems should not take action on incomplete or unvalidated records.
Every enforcement decision (benefits, housing, child support, licensing) should require:
• a complete and consistent record
• traceable data sources
• documented reasoning
• a visible audit trail
Without that, transparency is performative and accountability is impossible
The solution is a validation-before-enforcement model where the system must prove the integrity of its data before acting on a person.
