Unoccupied property eyesore

With the insane number of abandoned businesses and homes littering SC I suggest a public eyesore solution. Any business or residence that is unkept or otherwise left to nature should face a monthly fine after a reasonable amount of time for repairs and maintenance. This will force commercial property owners to maintain their property in a way that would encourage its use or sale of the property. Homeowners would just need to maintain a lived in look. Homeowners over 65 or living with a disability could qualify for county funded property maintenance
