Treatment for serious mental illness

As a state we have focused on behavioral health and mental health at the expense of the seriously mentally ill and chronically addicted, and it shows in their rising numbers in unsheltered homeless, jails, prisons, and emergency rooms. A path to humane civil commitment is achievable and needs to be done to improve the quality of life for these individuals and their families.
