Small towns need funds

Information please. Small rural towns in rural counties are full of old homes & buildings. Funds for helping fix leaking windows, rotting porches, etc seem to never get into these areas. Older citizens homeowners cannot afford heat or a/c costs. When your gas bill is higher than your mortgage and both are taking most of your SS check, what do you do? No heat & a/c is the first to go. If there is help available, how do we get it? Our mortgages are cheaper than an apartment.
