Infrastructure needs to be prioritized over housing developments

I strongly support economic and population growth in the Lakelands/Upper Savannah region of SC. However, from a planning and public administration perspective, such growth must be sequenced or precede, rather than follow, investment in roadways, utilities, schools, and Civic amenities for long-term economic competitiveness. A compelling argument for this is the success of the planning and executution of the Nexton community in Dorchester County. By contrast, when we do not plan appropriately, it's more costly to retrofit.
