Improved oversight of Charter Schools, EMOs, and private entities.

Charter schools need direct regulation by the state or at the very least, more intrusive oversight. The administration of these charter schools have multiple layers and there is a real concern with efficiency and oversight. More importantly, no level of public school administration (including Education Management Organizations) should be allowed to be for-profit. Let's not mix profit and public education.
