Good Ol boys

Why is SC living in the old days and still running off the good old boy system. After moving here its like I stepped back in time 75 years. Why did a man I was trying to pay to build a lake front home say he needs to speak to the man of the house? I backed out of that deal immediately. Disgusting and so behind the times.
