digging holes on the beach

Holes not being filled in is a problem in Pawleys & Litchfield. I realize kids want to have fun and dig holes but when not properly supervised by parents they become a serious safety hazard. Beach patrols with verbal warnings and then tickets if not filled in would eliminate the issues and probably pay for itself. Not to mention keeping people out of the ER and turtles will be safe. This may seem minor to some people but I fell in one of these holes when walking on the beach at night with visiting friends.
