Comprehensive economic development plan for former textile mill towns

When you take some of the backroads, you start seeing these small towns that have withered away after the mill that provided practically all the jobs closed or was offshored. Towns like Great Falls, Calhoun Falls, and Union need serious investments in infrastructure, education, and economic development. Not all the growth in the state has to come from the large cities and counties.
