There is a loophole in the city business license laws where some industries, especially construction are treated differently. While each city should benefit and reasonably tax business activity within its jurisdiction, allowing each jurisdiction to charge a business license fee for each project, and in some cases to push the contractor to enforce that on all subcontractors, is a hinderance to doing business and is ripe for corruption and abuse. This unreasonably creates a hurdle to doing business, especially when people work in multiple jurisdictions.
