Child Support in General

I feel like child support enforcement has to much power when it comes to these cases. For one how do you expect people to pay their child support if they can't get to the job to make the money if they don't have their license. Also when these guardians sign up for tanf why can't they pay back the money because they signed up plus getting child support. I feel like if a person is paying and still give out their pocket it should be credit as support as well. Also the person getting the support should have to find a job not just sit home collecting money.
